Bob was born on September 30, 1951, in Dallas, TX to Randall Manning Barker and Marjorie Washington Barker. He graduated cum laude from Texas A&M University with a Bachelor of Science degree in Civil Engineering in 1974. Throughout his successful career as a Professional Engineer, Bob was known for his dedication and quality work in the industrial, power, and chemical industries as a technical expert in the management of multi-billion dollar construction projects.

Bob was a man of faith who gave service to the community through youth programs. He also donated over 35 gallons of blood during his lifetime. His donations were frequently reserved for premature infants who were compatible with very few donors.
